Do that for the first two and the last two color boxes (circled in red)
Create as many stars as you would like. Size, colors...that's all up to you.
Arrange them so that there is room in the center for your blog text.

Step 2:

Now to play with your background ~ experiment!
If you're like me, you've got tons and tons of filters to play with. :o)
However, I will show you how I came up with my background.

Hide your star layers.

Slightly move this layer so it overlaps the blue text a smidge.
Selections - None
Effects - Same Inner Bevel Settings above.

Step 4:

In your layer pallete, hide your last three layers and merge visible your two text layers.
Apply a drop down shadow to your text. I used a darker blue - #0A34AC

I personalized mine, so I added another layer. The Font I chose is Arial at size 9
Stroke - Null / Fill Blue - #6E8FCB
Floating/ Kerning at 200
Now - Merge All Layers Flatten

Save as .psp (to work on later, add more stuff ~ maybe animate it), .jpg or .gif.
